Man charged after kitten-tossing video emerges

Philadelphia police uncover a video of man allegedly abusing kittens, during a shooting investigation. WCAU's Claudia Rivero reports.

A Philadelphia restaurant owner who appeared to be "pulling, tugging, choking" and swinging four kittens by their tails on video has been released from jail after posting bond.

Yu Zhen Chen, 25, was arrested on July 26 when police discovered the video while investigating an unrelated shooting at Chen's takeout restaurant, Red Star Chinese.

"The male was observed in the video pulling, tugging, choking, swinging the kittens by their tail in a very violent motion -- also throwing them, almost like he was bowling with the kittens," Richard Loos, of the Pennsylvania SPCA, told NBCPhiladelphia.com.

The 10-minute video shows Chen was "intending on purposely hurting and torturing these kittens. It's very disturbing," Loos said.

Chen faces multiple counts of animal cruelty. He was released from jail Sunday night after posting bond.?

Investigators were able to rescue the mother cat, but only two of her kittens. The cats are recovering at the SPCA; the two other kittens have yet to be located.

Chen and employees at the restaurant declined to comment on the allegations.

"This is not neglect. This is malicious," Loos said.?"I'm hoping he does jail time."

Olympic sports fans left bleary-eyed in Asia

It's the early hours of the morning and people would normally be in bed ahead of their workday, but not at the giant Steyne pub in Sydney or in living rooms across Asia.

The Olympics are on and billions of people worldwide are glued to televisions and cheering on their local stars, or following the action on social media with athletes being encouraged to blog or tweet.

But with London nine hours behind Australia's eastern states and six or seven hours behind most Asian nations, many events are being held overnight, meaning a potentially tired and dysfunctional workforce for the next two weeks.

Paul Harwood, a 24-year-old plumber, was transfixed by a big screen in the Steyne Hotel just before midnight in the Sydney beachside suburb of Manly.

"Yes, I need to go to work in the morning but it's the Olympics," he said as he watched men's boxing.

"I'm not going to be doing it night after night, but definitely for some of the main athletics events, like the 100 metres. It only happens every four years."

According to a recent nationwide poll in sports-mad Australia, 86 percent of those questioned planned to watch the Games on television, while others would monitor the gold medal hunt on websites, Youtube, Twitter or Facebook.

Australia's Olympic television marathon, with the free-to-air Nine Network screening 14.5 hours of live action each day and pay-tv broadcaster Foxtel showing 24/7 coverage on eight dedicated channels, is mirrored across Asia.

China's late-night armchair fans have access to a plethora of online tips on surviving the Olympics -- from face masks to avoid looking like they have been up all night, to Chinese medicine ingredients that help relieve backache.

Some private hospitals posted online "midnight soup" recipes containing herbal ingredients designed to enable viewers to stay alert late into the night.

For others, it is not a question of staying up late, but rather getting up early.

Emma Smythe, a 50-year-old Sydney public servant, said she planned to be up for the swimming finals at 4.30am each day they are on.

"I know they'll be long days, but I plan to get up early quite a lot during the Games. Watching replays isn't the same as live action," she said.

As bleary-eyed sports fans roll up for work, the Australian Medical Association warned of the dangers of not getting enough sleep, with president Steve Hambleton cautioning people not to go "berserk".

"If you spend five nights in a row without having proper sleep you'll pay for it," he said.

"Your concentration levels, in fact the health benefits (generally) of adequate amounts of sleep and work-life balance, are really, really important.

"We don't want people to have car accidents because they're fatigued and fall asleep on the way home from work."

Late nights, or early starts, also bring other health risks, with nutritionists warning that junk food intake will rise as people turn to sugary, salty and fatty treats to stay awake.

In Japan, convenience stores have boosted their inventories of light meals such as instant noodles to meet an expected boost in demand for late-night snacks.

It is a similar scenario in South Korea where fast-food delivery outlets are experiencing up to three times their normal business, Yonhap news agency said.

Hambleton recommended replacing junk food with healthier snacks, and urged people to mimic the athletes and be active while watching the Games, rather than stay prone on a couch or a barstool.

"It's important to move around," he said. "Screen time ultimately is a predictor of obesity."

While millions will yawn their way through the next fortnight, not everyone is prepared to lose sleep, or suffer the health risks that could come with it.

"I cannot (stay up), knowing I have to go to work on the next day," said Hidefusa Miyama, 65, from Tokyo.

And while the appetite for live viewing is strong in Australia and other nations, some fans in Malaysia were content to watch replays at a more civilised hour.

Hafiz Noor Shams, a 30-year-economist in Kuala Lumpur, said: "I can watch it when I want and where I want. Hail to the Olympics on Youtube."

Facebook Posts Solid Revenue Numbers, Stock Price Plummets

Shares of Facebook fell to their lowest level since its disastrous IPO, with investors wary of slowing growth for the social media giant.

Facebook is a wildly successful company with relatively little overhead and an established market presence that will be nearly impossible for competitors to challenge. But that doesn't necessarily mean that the company is a good investment. The reality for Facebook - and for its investors - is that the company may have already experienced its strongest growth periods. After all, when your website already boasts over 1 billion active users, there really isn't much room left for astronomical growth.

Facebook has been careful to try to ramp up its ad revenue slowly. The only real danger to the social network is the potential for it to alienate its loyal user base by forcing too many ads into their faces. And if some of its fledgling competitors see Facebook making missteps in that area, there could be problems that might snowball quickly. As it stands, however, Facebook is more than secure as the go-to social platform for users around the world. Maintaining that position will require nothing more than staying the course and being content with the status quo. Pushing too hard for more growth, however, could do significantly more harm than good.

Facebook opened trading on Friday at just under $24, which is more than $14 below its IPO price of $38. For those that bought early hoping for a Google-like ascent in share price, it is simply never going to happen. Facebook is a tremendously successful company that has already generated billions for its founders and early investors. But it is not likely to be a great stock market investment for the majority of investors. At least, not until the company establishes new revenue streams that are safe to implement among its loyal user base.

Rumor: Apple to announce next iPhone and smaller iPad on Sept. 12

Circle Sept.?12 on your calendar, Apple fanboys and fangirls. Because rumor is that the next generation iPhone will be announced on that day?? along with an "iPad Mini."

This little morsel of gossip comes to us via iMore's Rene Ritchie, who?says he heard about it "from sources who have proven accurate in the past." While this sort of cagey sourcing is typically?easy to dismiss, it is worth noting that Ritchie nailed the announcement date for the third-generation iPad a month ahead of time?? thanks to similarly mysterious sources. (Perhaps even the same ones?)

Ritchie writes that while both the next-generation iPhone as well as a long-rumored "iPad Mini" will be announced on Sept. 12, only the iPhone will start shipping nine days later, on Sept. 21. There's no word on an expected release date for the other device, though presumably it would be soon after, if not at the same time.

The dates suggested in Ritchie's report do line up with what we've been hearing for a while?? that the next-generation iPhone will hit shelves in the fall and that the smaller iPad should be available in time for the holidays.

What else do we know about this next bunch of Apple gadgets?

Well, we?suspect that the next-generation iPhone will be pretty darn similar to the iPhone 4S, but with a slightly thinner and larger screen?and 4G LTE?connectivity (like on the newest iPad).?It will likely use a smaller 19-pin port rather than the wider 30-in port found on current iPhones, iPads and iPods. (Say goodbye to your old chargers?? or hello to some awkward adapter???if that turns out to be the case.)

Judging by photos at?9to5 Mac?? showing what is?supposedly?the equivalent of a fully-assembled next-generation iPhone???those guesses might be right on the money.

As far as the "iPad Mini" goes, we don't know too much.?Based on the most reliable reports, it should be close to eight inches diagonally, offer a plain (non-Retina) display, and be priced in the $250 range (to compete with Google's Nexus 7).

We've reached out to the folks at?Apple and asked them if they're feeling crazy enough to confirm the rumored announcement date or chit-chat about their upcoming products. Since it's their policy not to address such things, we'll just continue daydreaming about shiny gadgets of the future.

Update:?All Things D's?John Paczkowski?? who has an incredible track?record when it comes to nailing the dates of Apple events?? writes that his own sources have confirmed that Apple will be holding an event during the week of Sept. 12. "[W]hile we haven?t yet confirmed [the event's] focus, history suggests it will indeed be the new iPhone," he clarifies.

Shedding the Stigma of the Student Filmmaker - Film Directing Tips

Two former Vancouver Film School students of mine discuss
their winning ways with their short film, The Little Mermaid.

?Shedding the Stigma? by Lindsey Mann and Samantha Jewell.

There is always a certain stigma around the label of ?student
film? or ?student producer,? so we knew from the start that we
would have to bridge a gap in the current industry outlook.

We began preproduction on our short film, The Little Mermaid,
in March 2011 ? a mere 2 months into our school year and we
hit the ground running, being considered as working industry
professionals, and working like them too.

This film began as a part of the larger series, Compendium,
which is a term project within the Entertainment Business
Management Program at the Vancouver Film School.

The first step, choosing the script, was just as daunting as
watching the finished product premiere on the historic
Graumann?s Chinese Theatre screen at the 2011 Los Angeles
Screamfest Film Festival, 8 months later.

So how does one make that leap? Especially under the stigma
discussed earlier? Dedication, hard work, love for the film
and your team, as well as the many other clich?s that surround
successful projects.

Producing this film on a $1500.00 budget, with one day for
production, managing a crew of 60 people, (who were on their
4th and last long day of filming within the series) was a
monumental and exciting task. However, what now may be more
rewarding, is being able to distribute the final product, the
film that so many dedicated their talent and time towards,
into festivals and awards ceremonies.

Constructing the festival plan was a whole other realm for us
as producers, and as we are now discovering, is as well for
many others in this industry.

Through the fantastic website, http://withoutabox.com, we were
able to build a smart, detailed and promising plan geared
specifically towards the marketing strategy and promotion of
our film.

Browsing hundreds of festivals, making sure we knew every
detail of our film as well as the deadlines, requirements and
promotional materials needed for each individual festival, not
to mention submitting detailed proposals & press releases to
VFS?s marketing team, all translated into hours upon weeks of
unwavering, dedicated effort ? which we were sure would have a
massive payoff.

Knowing that The Little Mermaid was a beautiful, but horror
genre film, we were able to source and contact many horror
festivals and blogs to begin the ?buzz? for the film as well
as begin collecting awards.

Showing how diligent, committed and wholeheartedly involved
with the project we were as we turned from students to Alumni
and the IP (Intellectual Property) was to be passed into VFS?s
control, we were able to remain the champions and executives
of our film to see it through to as many festival and award
shows as possible.

As the first and only producers to pull this off with a
production coming from within the school, we were finally
shedding the assumed stigma and creating a calling card as
working industry professionals.

As we are ending our festival rounds with The Little Mermaid,
we have accumulated 5 Best Short wins and nominations and 8
other accolades including Leo Award nominations (and a win), a
Golden Sheaf Award and entrance into an Oscar qualifying
festival.

Looking forward, we hope to be recognized at the remaining
festivals we have left in our festival circuit as well as to
continue to work in the industry as emerging and enthusiastic
producers of original content.

Our mentor and incredible director, Nicholas Humphries gave us
some of the best advice that we took to heart for this project:
?If you don?t get your product out into the world, it may as
well not exist.?

And for our cast and crew who did all they could for us to
have an amazing film, we chose to do all we could to repay
them and have it recognized.

A home buyer skilled in negotiation should possess several tactics in their arsenal. However, you may have never heard (pun intended) one of the most powerful tactics. The use of silence in negotiation can earn you more money per word then Arnold Schwarzenegger in The Terminator. Observe and enjoy.

Once upon a time, I represented the buyer of an apartment complex. The seller of the apartment complex was also the real estate agent selling the property. The asking price was $ 1,050,000. I went to tour this apartment complex without my buyer and at the end of the appointment, I inquired as to the asking price. The owner/agent said "It is $ 1,050,000." I employed a technique called cringing. I said "A million fifty thousand!! My buyer can't pay that. That's way too much! And then I was silent. He kind of shifted uncomfortably for a few seconds as the silence became unbearable, and then he said "Well, the best I can do is $ 960,000." He came off the price $ 90,000 in less than 20 seconds.

Suppose that, rather than staying silent and letting the seller speak next, I began talking again. What do you suppose the odds would have been of him conceding a significant chunk of money? Probably not very high. It is likely he would have let me keep talking and tell him what my buyer would pay and then use the cringe tactic on me. Silence is one of the most effective techniques in a negotiators arsenal yet one of the most difficult to master. Why is this?

Silence is difficult to master because being silent in the presence of another person is uncomfortable. The next time you are with someone, be completely silent for 15 seconds. Not while the other person is talking. When there is a break in the conversation or a verbal serve directed at you, wait 15 seconds before your return shot. You have probably just experienced the awkward silence. And you were doing it on purpose. Imagine if you didn't know this was a game and someone employed this technique on you. The anxiety that builds up is enough to make even the most introverted person babble uncontrollably. That is the power of silence.

When you are negotiating for your home and you employ a tactic or make a verbal offer, go mute and don't speak again until the other party speaks. Make it a game if you like and see who blinks first. Once the silence becomes uncomfortable to the seller, they will likely start talking and if they continue, they will likely negotiate against themselves or give you an advantageous piece of information. They may reduce the price if you have used a tactic or they may accept if you have posed an offer. But even if they don't make a concession, you have lost nothing by trying it, not even air from your lungs. You may just be surprised at how much you can gain.

Chinese city kills project after pollution protest

QIDONG, China (AP) ? Authorities in eastern China dropped plans for a waste water discharge project Saturday after thousands of protesters angry about pollution took to the streets. It was the latest of many such confrontations in a country where three decades of rapid economic expansion have come at an environmental price.

Some of the protesters in Qidong in Jiangsu province clashed with police and turned a patrol car on its side. After the protest Saturday, the Qidong government announced on its website that plans to build the water discharge project had been scrapped.

The official Xinhua News Agency said thousands of residents took to the streets but dispersed after the government announcement. Later Saturday hundreds of police, some in riot gear, arrived in the coastal town just north of Shanghai and took up positions outside the government offices.

The water discharge project was to be part of a paper-making factory proposed by the Japanese company Oji Paper Group in upstream Nantong city. The government did not say if the plans for the factory have also been permanently dropped.

Oji said in a statement Friday that the waste water would only be discharged after treatment that meets national standards.

"Environmental protection is a high priority for our company," the statement said.

Chinese have become more outspoken about environmentally risky projects in their backyards, with pollution a leading cause of unrest. Earlier this month, Shifang city in the southwestern province of Sichuan scrapped plans for a copper plant after thousands of protesters, including high school students, clashed with riot police.

The grass-roots protests reflect the balancing act Chinese leaders are performing between maintaining public stability and pushing economic growth, and between local officials who want to attract industry and a public who do not want it in their neighborhoods.

Such protests are especially sensitive ahead of a once-a-decade change in top leaders planned for later this year.

Four Pacific Police officers still on the beat despite termination letters from Mayor Cy Sun

Pacific Mayor Cy Sun tried to fire the four police officers who arrested him last week ? but all of them are still on the job.

"We've instructed them to continue to work." said Michelle Woodrow, the officers' union representative and the Teamsters Local 117 Department of Corrections and Law Enforcement Coordinator.

"They will continue to do their duty in protecting the citizens of Pacific and ensuring that police services are provided here," Woodrow added.

Lt. Edwin Massey, Sgt. Michel Bos, Officer Jeremiah Schliesman and Officer Josh Hong all met with Sun individually on Friday in what were supposed to be Loudermill hearings, which provide an opportunity for officers to respond to the reasons cited for their termination.

"Typically, in a true Loudermill hearing, the person hearing the hearing would then make some sort of decision and formalize that," said Woodrow. "This has happened kind of backwards, with letters of termination of employment prior to having the Loudermill hearings."

Scheduled for 9 a.m., Friday, in the control room at the Pacific City Hall, the hearings got off to a rocky start, with the first of the four starting more than an hour late, after the first attempts to get Sun to leave his office failed.

Sun later claimed he didn't know the officers or union representatives were there, despite a number of attention-getting raps on the window of the door leading to his office.

"They didn't report in to any of the employees or the reception window," Sun said. "They just knocked at the door and walked away. I didn't know who knocked at the door. I was in my office waiting for them. They can stop by the public works window, it's open. The treasurer billing window is open, there are people there."

Once the first meetings began, Woodrow said, the mayor first tried to deny her the right to represent the officers in the hearings, despite assurances in the pre termination letters that they would be allowed to have legal counsel or a union representative present during the hearings.

"The mayor attempted to violate my member's rights and told him that he couldn't have union representation at the meeting, and that if I was going to be present, the meeting was over," Woodrow said. "And that's how (the first meeting) ended. He does not understand what the Loudermill process is and asserted that the member had to speak to him alone. And we are not going to do that."

Although Sun met with all four officers ? with Woodrow present ? the mayor made no final decisions about their future employment.

"The meeting, quite frankly, did not go anywhere," Woodrow said.

"I wouldn't try and guess what he may do next," she added. "It's anyone's guess at this point. We've instructed the four of them to continue to work."

On the whole, Woodrow said, the process was "frustrating."

"...I can't imagine the emotional impact this is having on the city as a whole," Woodrow said. "The citizens of the city of Pacific should be concerned when they have a mayor who is trying to terminate half of their police force. It's just ridiculous."

Sun sent out letters of pre termination earlier this week, accusing the officers of gross insubordination; unlawful harassment and discrimination; discourteous and prejudicial conduct; and willful and intentional violation of lawful orders. The letters also accuse the officers of "unlawful anarchy and mutiny against the City of Pacific."

All of the officers were on duty when Sun was arrested for trying to enter the locked and taped off the city clerk's office at Pacific City Hall. He was later released from custody and not charged.

Sgt. Bos said the whole experience has been disheartening.

"I'm not a happy camper. This is draining on the department, department members, families. It's devastating that this is happening to us, to the city."

ALSO: Mayor Cy Sun denied allegations on Friday that he had appointed himself the Pacific Police chief.

In a press release Thursday, the Pacific Police Department addressed rumors that the mayor intended to appoint himself as police chief.

"Questions keep arising as to the Mayor's qualifications and self appointment to the rank of chief of police. The Mayor is not the chief of police. He has the authority to appoint this position, but is not qualified to act within the scope of that position."

Sun agreed that he was not qualified for the post and said the rumors aren't true.

"I don't know where they got it from," Sun said. "They must have picked it up from the sky. Me acting as police chief? That's the most ridiculous thing I've ever heard. It'd be just like them acting as mayor."

The embattled mayor ? who is under investigation by the King County Sheriff's Office for allegedly destroying City documents ? also denied that he has destroyed any City documents.

"I don't remember what documents they're talking about," Sun said. "I was surprised (by the investigation), because I didn't know anything about it."

It adds a two-speed transfer case to the standard four-wheel drive, a differential lock, and a version of the Mercedes Airmatic suspension that allows the driver to increase ground clearance to 12 inches (from 8.5) and fording depth to almost 2 feet.

MRSA cases in academic hospitals double in five years

ScienceDaily (July 26, 2012) ? Infections caused by methicillin-resistant Staphylococcus aureus (MRSA) doubled at academic medical centers in the U.S. between 2003 and 2008, according to a report published in the August issue of Infection Control and Hospital Epidemiology, the journal of the Society for Healthcare Epidemiology of America.

Researchers from the University of Chicago Medicine and the University HealthSystem Consortium (UHC) estimate hospitalizations increased from about 21 out of every 1,000 patients hospitalized in 2003 to about 42 out of every 1,000 in 2008, or almost 1 in 20 inpatients. "The rapid increase means that the number of people hospitalized with recorded MRSA infections exceeded the number hospitalized with AIDS and influenza combined in each of the last three years of the survey: 2006, 2007, and 2008," said Michael David, MD, PhD, an assistant professor of medicine at the University of Chicago and one of the study's authors.

The findings run counter to a recent CDC study that found MRSA cases in hospitals were declining. The CDC study looked only at cases of invasive MRSA -- infections found in the blood, spinal fluid, or deep tissue. It excluded infections of the skin, which the UHC study includes.

MRSA infections, which cannot be treated with antibiotics related to penicillin, have become common since the late 1990s. These infections can affect any part of the body, including the skin, blood stream, joints, bones, and lungs.

The researchers attribute much of the overall increase they detected to community-associated infections -- those that were contracted outside the healthcare setting. When MRSA first emerged it was primarily contracted in hospitals or nursing homes. "Community-associated MRSA infections, first described in 1998, have increased in prevalence greatly in the U.S. in the last decade," David said. "Meanwhile, healthcare-associated strains have generally been declining."

The study utilized the UHC database, which includes data from 90 percent of all not-for-profit academic medical centers in the U.S. However, like many such databases, the UHC data are based on billing codes hospitals submit to insurance companies, which often underestimate MRSA cases. For example, hospitals might not report MRSA cases that do not affect insurance reimbursement for that particular patient. In other cases, hospitals might be limited in the number of billing codes they can submit for each patient, which can result in a MRSA code being left off the billing report if it was not among the primary diagnoses.

David and his team corrected for these errors by using detailed patient observations from the University of Chicago Medical Center and three other hospitals. They looked at patient records to find the actual number of MRSA cases in each hospital over a three-year period. The team then checked the insurance billing data to see how many of those cases were actually recorded. They found that the billing data missed one-third to one-half of actual MRSA cases at the four hospitals. They used that rate of error as a proxy to correct the billing data from other 420 hospitals in the UHC database and arrive at the final estimates.

"I think this is still an underestimate of actual cases," David said. "But we can say with some assurance that this correction gives us a more accurate lower bound for how many cases [of MRSA] there actually are. What's clear from our data is that cases were on the rise in academic hospitals in 2003 to 2008."

(AP) ? European Central Bank President Mario Draghi promised Thursday to do whatever it takes to save the European single currency and raised expectations that he could step in to lower the high borrowing costs that are crippling countries like Spain and Italy.

Draghi told an audience of business leaders in London that the ECB would "do whatever it takes to preserve the euro" and added, "believe me, it will be enough."

The remarks were made during a question-and-answer session at an international investment conference organized by the U.K. government to mark the start of the London 2012 Olympics.

While Draghi was not clear about how or when ? or even if ? he would act, his comments soothed European financial markets. Analysts said any relief could prove temporary, however, if his words aren't followed up with action.

Fears about the 17 countries that use the euro have intensified over the past few weeks as evidence builds that economies across the region face deepening recessions. Spain and Italy, in particular, are finding it increasingly expensive to raise money on the debt markets due to spiraling borrowing costs. Investors are losing confidence that the countries will be able to control their debt while they are in recession.

Spain's bond interest rates, or yields, have hit record highs recently as it struggles to prop up its stricken banking sector and meet requests for financial aid from its regional governments. That has raised fears the country may be the next to seek a bailout from the other eurozone countries, following Ireland, Greece, Portugal and Cyprus.

Spain's economy ? the eurozone's fourth largest ? is much bigger than the other four countries combined and would strain the region's bailout funds.

Also during the question-and-answer session, Draghi discussed the high borrowing costs, or risk premiums, being imposed on some countries' bonds. Using precise, technical terms, he said the bank could react against high bond yields if they interfered with its benchmark interest rate policy ? the main tool in steering the eurozone economy and keeping inflation down

"To the extent that the size of these sovereign premia hamper the functioning of the monetary policy transmission channel, they come within our mandate," he said.

Stocks across Europe rose on Draghi's comments. Britain's FTSE traded up 1.4 percent, Germany's DAX index rose 2.75 percent and France's CAC 40 rose 4 percent. Spain's main IBEX stock index rose 6 percent while the interest rate on its 10-year bond ? a main indicator of market confidence in a country ? dropped 0.5 per cent to 6.89 percent. Italy saw a 5.4 percent rise in its stock prices and a 0.3 percent fall in its bond price to 6.07 percent.

Draghi did not say what the ECB might do to help lower high bond yields ? but he left markets with the impression that some kind of action was possible. He warned that the bank would stay within the legal restrictions imposed by the European Union treaty that forbid it from directly helping governments.

The ECB has used similar reasoning before to make limited purchases of government bonds to drive down a country's borrowing costs. Starting in May 2010 the bank carried out a limited bond purchase program and accumulated over ?200 billion in bonds. But it had little effect on bond yields, and the program has not been used for several months ? in spite of pleas from Spain for help.

The pressure is on the ECB to act because it is the eurozone's chief crisis-fighter.

The eurozone's current bailout fund, the European Financial Stability Facility, does have some ?440 billion in lending power, but most of that is already committed to bailouts for Greece, Ireland and Portugal. A new, permanent, fund ? the European Stability Mechanism ? would have some ?500 billion, but has yet to ratified by eurozone member countries and even then is months from coming on line. And ?100 billion of that is already committed to rescuing Spanish banks from collapsing due to bad real estate loans.

In attempts to take pressure off the eurozone's economy, the ECB this year has already cut its main interest rate to a record low of 0.75 percent It has also loaned ?1 trillion in cheap money to banks in December and February, a move that steadied banks and calmed markets for a few weeks. Banks used some of this money to buy government bonds and that temporarily lowered countries' borrowing costs.

Draghi's remarks looked like a "strong hint" that the bank was considering reviving the bond purchases, said Jonathan Loynes of Capital Economics in London. But he doubted the bank would make any large scale purchases, "given the program's previous lack of activity."

"Indeed, the ECB may even be hoping ? rather optimistically ? that even the mere threat of action will be sufficient."

Any effort that appears to bail out governments, however, remains deeply controversial.

Many officials and economists, particularly in Germany, are wary of anything that resembles violating the European Union treaty's ban on financing governments. They are also concerned that rescue efforts from the central bank will simply take pressure off politicians in indebted countries from cutting spending and reforming labor markets.

The May 2010 effort to buy government bonds continued on-and-off until it was put on hold this March. It was criticized at launch by the then-head of Germany's Bundesbank, and member of the ECB governing board, Axel Weber. This criticism undermined any impression that everyone at ECB was fully behind the action. The bank also stressed that the purchases were limited, further curbing their impact on the bond market.

Another thorny problem is the terms the ECB insists on when it buys bonds. Earlier this year, when Greece was negotiating a bond repurchase program to avoid a chaotic default on its debt, the ECB said it should be paid back in full for its Greek bond holdings. That meant even bigger writedowns for private sector creditors, who had to bear all the losses. Investors will not want a repeat of that when it comes to Spain.

Updated at 2:37 p.m. ET: HARRISBURG, Pa. -- Lawyers for a man who claims to be the unknown victim abused in a Penn State shower by Jerry Sandusky in a case that led to Joe Paterno's firing say he intends to sue the university.

The?lawyers also released two audio clips that they say are phone mail messages from Sandusky to their client, referred to in court documents as Victim 2.

In the messages from September 2011, which can be heard in the links below provided by the lawyers,?Sandusky talks about moving forward and having nothing to hide. In one message, Sandusky offers an invitation to?a Penn State football game. He ends both calls with "love you."

The lawyers, Andrew Shubin, Justine Andronici,?Matt Casey and Joel Feller,?said in a statement that they have done an extensive investigation and gathered "overwhelming evidence" on details of the abuse.

The statement reads in part:

"Our client suffered extensive sexual abuse over many years both before and after the 2001 incident Michael McQueary witnessed in the Penn State Lasch building shower. Penn State has now admitted and there is no longer any question that its top officials could have and should have prevented these acts. Jerry Sandusky's abuse of Victim 2 and other children is a direct result of a conspiracy to conceal Sandusky's conduct and the decisions by top Penn State officials that facilitated and enabled his access to victims. We intend to file a civil lawsuit against Penn State University and others and to hold them accountable for the egregious and reckless conduct that facilitated the horrific abuse our client suffered.

Our client has to live the rest of his life not only dealing with the effects of Sandusky's childhood sexual abuse, but also with the knowledge that many powerful adults, including those at the highest levels of Penn State, put their own interests and the interests of a child predator above their legal obligations to protect him."

Penn State says it cannot comment on pending litigation.

Prosecutors have said they don't know the identity of the boy molested by Sandusky in 2001. The encounter was spotted by former graduate assistant football coach, Mike McQueary, who reported the abuse to school officials, including Paterno, but none of them told police. McQueary said he saw Sandusky and the boy -- now a grown man -- in an "extremely sexual" position in a locker room shower one night. He was a key prosecution witness at Sandusky's trial.

The victim is not named in the attorneys' statement.

Sandusky awaits sentencing after being convicted in June of 45 sex abuse counts related to molesting 10 boys, including Victim 2.

The jury in the Jerry Sandusky sexual abuse trial found him guilty on 45 of 48 counts. NBC's John Yang and Michael Isikoff report.

A seven-month investigation by former FBI Director Louis Freeh, commissioned by Penn State, concluded that Paterno, then-university President Graham Spanier and two other top Penn State administrators?concealed abuse by Sandusky to avoid bad publicity, thereby enabling Sandusky's crimes to continue.
