Sea level rise could threaten Miami facilities

MIAMI (AP) -- Three major sewage plants in South Florida could be reduced to shrinking islands in less than 50 years due to climate change, according to a group of climate scientists.

The scientists believe rising sea level will threaten some of the region's most vital facilities. It will also flood land, streets and neighborhoods nearby, The Miami Herald reported Sunday.

The scenario was drawn up by five experts from the University of Miami, Florida International University and Florida Atlantic University retained by Biscayne Bay Waterkeeper. The clean-water advocacy group is challenging Miami-Dade's $1.5 billion plan to repair the county's troubled sewage system.

Most of the money would go toward repairing the county's aging, spill-plagued sewage system. Biscayne Bay Waterkeeper contends it would make more sense to move the plants to more protected inland sites.

"At some point, and I hope it's this year, Miami-Dade government and everybody has to start truly recognizing that we're in for it, that this is coming," University of Miami geology professor Harold Wanless told the paper.

The scientists believe the plants in coastal Southern Miami-Dade, North Miami and Virginia Key would remain dry for several more decades ? but could be damaged by a two-foot rise in the sea level projected to arrive in less than 50 years.

The county Water and Sewage Department drafted its proposal under the pressure of a U.S. Environmental Protection Agency lawsuit and potentially millions in fines. However, the plan doesn't contain any information about dealing with flooding tides, storm surge and other environmental and climate change risks.

Wanless hopes the data will result in changes before the final plan is sealed.

University of Miami atmospheric science professor Brian Solden said many communities will face difficult and expensive decisions in South Florida as sea levels continue to rise. Even a one foot increase in Miami Beach could worsen high tide flooding there and inundate much of South Miami-Dade.

"If you look at downtown Miami, where all the new places have gone up, all the new condominiums, the billions going in there, those places are at some of the lowest levels," Soden told the paper. "It's a broader impact all of South Florida is going to be facing sooner or later. Right now, a lot of people are choosing not to look at it."

The deputy director of the county water and sewer department defended the plans. Doug Yoder said they are addressing the most pressing concersn and in a cost-effect manner and could build another plant in another 20 or 30 years if needed.

Matthew David Hopkins: 5 Surefire Ways To Avoid A Wedding Disaster

2013-03-07-MatthewDavidCelebrations.jpeg

Planning your wedding day can be one of the most stressful moments of your life. But it doesn't have to be...so long as you know what you're doing. No matter what type of nuptials you have in mind, there are a few universal pieces of advice every couple should follow.

Designing and producing weddings as an event designer has allowed me to narrow down the most crucial information into five easy steps. Follow them and you're on your way to the wedding of your dreams. I think you'll find they'll not only keep you organized and on top of your budget, they'll also help you narrow down what's most important to you on your big day. And from there, you can start making your dream a reality.

Assemble Your Dream Team - Early on, it's key to identify who your go-to people will be. It's great if you can assign someone (if not a wedding planner, then maybe mom or a best friend) as your project manager early on. Then, as you select your other team members -- caterer, designer, florist, dressmaker, etc. -- that person can help you coordinate and handle the details.

Figure Out Your Budget...And Stick To It! There's no reason to go broke just because you want to get married. Identifying your budget and committing to it when you first start planning will help you avoid anxiety later on. And don't forget the golden rule: if you can't afford something, there is always a more creative way to do it.

Lock Down Your Date and Location - Good locations go quickly, so as soon as you figure out where you want to tie the knot, put down a deposit and get it reserved. Before booking, however, make sure the date works for your family and closest friends.

Taste and Sample - Make sure you know ahead of time exactly what you're paying for. Taste all the food that will be served, including the cake. Schedule an appointment to hear the band or DJ. Plan to see a sample of the flowers. It's vital you try out each element to ensure you're not disappointed on your big day.

When The Big Day Comes, Relax - It's heartbreaking to see brides and grooms who stress themselves so badly that they miss the whole point of a wedding celebration. It's about you and your beloved making a beautiful, lifetime commitment to each other. Everything else comes second. So go slow and appreciate every moment. Today, the two of you are the stars of the show!

Pinball may be a game that is known to kids young and old, but it is a game that doesn’t port over to a touch screen very easily. Duo Games now has a controller that can be used with Gameprom’s free Pinball HD Collection app to bring life-like pinball to the iPad. Connecting via Bluetooth, [...]

Crafter converts Atari 2600 systems into two-of-a-kind iOS speaker docks

Atari 2600 converted into twoofakind iOS speaker docks

There's few things more heartbreaking to gamers than an Atari 2600 whose original components have given up the ghost. UK craftsman Peter Morris must not want all that faux wood to go to waste, as he recently converted two broken 2600 systems into speaker docks for the iPad and iPhone. Both include digital amps to improve the tunes, a line-in jack and both on-device as well as remote controls. We'd love to have either of them providing the soundtrack to our Pong sessions, although pure logistics may work against us: the iPad and iPhone docks are unique examples that ship from Morris' UK homeland at respective prices of £180 ($269) and £150 ($224). As such, there will likely be just a few Brits who'll get to mix modern sound with their childhood Combat memories.

Conclave to elect new pope to start March 12

VATICAN CITY (Reuters) - Roman Catholic cardinals will enter a conclave to elect a successor to Pope Benedict on March 12, the Vatican said on Friday, with no clear favorite emerging so far to take charge of the troubled Church.

Benedict's surprise abdication last month has brought most of the world's cardinals to the Vatican for discussions on the problems facing the 1.2 billion-member Church, and to decide on the profile of the man they want to lead them.

After five days of closed-door debate, the red-capped prelates decided on Friday to begin their secret votes in the frescoed Sistine Chapel on the afternoon of next Tuesday following a Mass in St Peter's Basilica in the morning.

A total of 115 elector-cardinals, all aged under 80, are set to take part in a series of ballots which continue until one man receives a two-thirds majority, or 77 votes.

The last six popes have all been elected within four days, with Benedict becoming pontiff in 2005 in barely 24 hours.

The cardinals have made clear they want another quick decision this time to make sure they can all return to their dioceses in time to lead Easter celebrations - the most important event in the Roman Catholic calendar.

"It's been 10 days since I left the archdiocese, and as the old song goes, 'I wanna go home!'" U.S. Cardinal Timothy Dolan said in a blog on Friday.

The names of several possible frontrunners have been mentioned by church officials ever since Benedict's announcement on February 11 that he was quitting the papacy for health reasons after a rocky, eight-year reign.

Amongst the most mentioned are Italy's Angelo Scola, Brazil's Odilo Pedro Scherer and Canada's Marc Ouellet.

Italians dominated the papacy for 455 years before the election of the Polish-born John Paul, Benedict's predecessor, in 1978. With the vast majority of Catholics now living outside Europe, there is growing pressure for a pontiff from another part of the world.

CONSERVATIVES AHEAD

Whoever takes over will face a daunting challenge, with the Church struggling in the face of sex abuse scandals, rivalry and strife inside the Vatican, a growing shortage of priests and a rise of secularism in its European strongholds.

All the men entering the Sistine Chapel next week were appointed by either Pope John Paul or Benedict -- both conservative theologians who fiercely defended traditional Church teachings on moral issues.

It is therefore highly likely that another conservative will emerge from the ranks.

Vatican watchers say it is vital that the next pope is able to engage confidently with the public in a way that the shy Benedict struggled to do.

"I think the thing we really need is somebody who can communicate the gospel in a way that is understandable and attractive to people in the 21st century," said Rev. Thomas Reese, Jesuit scholar and author of "Inside the Vatican".

"The other thing that I think the cardinals are looking for is someone who can reform or reorganize the Vatican Curia (bureaucracy)," he added.

Concern about the Italian-dominated Curia was aired during this week's discussions, according to various leaks, with some cardinals demanding details of a dossier prepared for Benedict about the dysfunctional administration. He put the report aside for his successor to tackle and has not released the findings.

Cardinals were in the past locked into areas around the Sistine Chapel when they entered the conclave and not allowed out until they had chosen a new pontiff.

But the rules changed before the 2005 ballot and the prelates now get to reside in a comfortable Vatican hotel while they are not voting in the chapel itself.

Vatican spokesman Father Federico Lombardi said on Friday the cardinal electors would draw lots to see which rooms they would sleep in, with all external contact, including emails and telephone calls, forbidden.

Jamming devices will also be installed around the Sistine Chapel and the hotel to stop outsiders eavesdropping and to prevent mobile phone usage in the area.

One senior churchman is believed to have let slip to friends in Germany that Cardinal Joseph Ratzinger had been elected pope in 2005 before the crowds waiting in the nearby St. Peter's Square were informed.

Musk extends Times feud, calls Model S review "ethics violation"

AUSTIN, Texas (Reuters) - Elon Musk, the Silicon Valley entrepreneur, took yet another swipe at The New York Times on Saturday, calling the newspaper's critical review of his Tesla Model S electric car a "low-grade ethics violation."

Speaking in a wide-ranging interview at the South by Southwest Conference in Austin, Texas, Musk, a co-founder of Tesla Motors in 2003, stood by his claim that Times reporter John Broder intentionally misled readers when he wrote that the Model S ran out of power sooner than expected during a drive from Washington D.C. to Boston in winter weather.

Musk, also known for founding PayPal and SpaceX, has claimed that data logged from Broder's trip showed inconsistencies with the experience Broder described. He said Saturday that he regretted providing the data and a rebuttal to Broder's review to Margaret Sullivan, The Times' public editor, before publishing it himself.

Sullivan ultimately published a column rebuking Broder for "casual and imprecise" note-taking, but stood firmly behind the veteran reporter's integrity, which Musk disputed.

"I would call it a low-grade ethics violation," Musk said. "Not a Jayson Blair-crazy-fabrication variety, but I would call it low-grade. It was not in good faith - that's an important point."

Musk has said Tesla lost $100 million in sales and canceled orders as a result of the Times' review, but showed no desire to end a running feud that has titillated the auto, tech and media industries.

The controversy has revived debate around the performance of electric cars, particularly in cold weather and over long distances.

Musk told Reuters in February that he was considering a public relations campaign to fix "misconceptions" about how the $60,000 Model S performs in cold weather. At one point following the Times review, published on February 8, Tesla's market value plummeted 13 percent, but its stock price has since recovered.

"I have no problem with negative feedback, nor do I have a problem with critical reviews," Musk said Saturday. "I have a problem with false reviews."

In Venezuela, oil and idealism won't mix forever

Venezuela's oil is too big for major energy companies to ignore and too risky to plunge into. Eventually, post-Ch?vez Venezuela will choose pragmatism over idealism. ?

By Andrew Holland,?Guest blogger / March 9, 2013

An oil worker walks past a drilling rig at an oil well operated by Venezuela's state oil company PDVSA in Morichal in 2011. Venezuela's oil industry has suffered from Hugo Ch?vez's policies. With Mr. Ch?vez gone, pragmatism will eventually trump ideology.

On Tuesday, the government of Venezuela announced that President Hugo Chavez had died from cancer. Recently re-elected, Chavez had long used the country's vast reserves of oil for his "Bolivarian Socialist Revolution." ?His successor will face many challenges in continuing Venezuela's status as a major oil producer, largely due to the legacy of Chavez over the last decade.

Venezuela ranks as the country with the number one, two, or three oil reserves in the world, depending on who's doing the counting, along with Saudi Arabia and Canada. These reserves led the country to be a founding member of OPEC, and one of the petro monopoly's most ardent supporters. However, its oil has more in common with the heavy tar sands oil of Canada than the light, sweet crude of the Persian Gulf. ?Future production in the country will require new investment capital and expertise in the heavy oil of the Orinoco belt.

When Chavez came to power, PdVSA, the national monopoly oil producer, was widely admired as one of the most professional in the world. Over the last decade, however, Chavez has wrung the golden goose to pay for the social spending ?that has underwritten his social programs. The company is showing the stress resulting from poor management and underinvestment.

The Amuay refinery fire in August of 2012, killing 48, was symptomatic of the problems faced by the company. And, in a country in which about 95% of export revenue and 50% of the budget is due to profits from oil, the importance of PdVSA can not be overstated. Perhaps an even stronger symptom of the problems faced by PdVSA was that in September, it was forced to pay contracts with IOUs, not cash. It was widely speculated that the company's coffers were emptied in the lead-up to the October 7 election, in which Chavez was reelected.

ICANN President Encourages Arab Involvement In ... - Online Domain

ICANN participated in an event, as part of the Arab IGF initiative, in Dubai, UAE from 3-5 March. The Arab Multi-stakeholder Internet Governance meeting was hosted by the Telecom Regulatory Authority of UAE as part of the Arab IGF Open Consultations and in partnership with ICANN and RIPE NCC, the Regional Internet Registry for Europe and the Middle East.

The President of the Internet Corporation for Assigned Names and Numbers (ICANN) says it is time for the Arab world to step up its involvement in determining the future of the Internet.

?The Internet is becoming far more user friendly for the Arab world,? said Fadi Chehad?. ?Now it is time for Arabs to become much more engaged in the Internet?s future.?

Chehad? made the comments at the conclusion of the Arab Multi-Stakeholder Internet Governance meeting in Dubai. The meeting, hosted by the Telecommunications Regulatory Authority (TRA) of the United Arab Emirates, brought together representatives from several different Internet organizations.

?We hope to have an ICANN Middle East engagement strategy developed by May,? said Chehad?. ?It is critical that the Arab world itself come to the table to help us develop that strategy. We want to hear all the Arab voices; those of the Domain Name industry, governments, businesses and even unaffiliated Internet users.?

There was general agreement at the meeting, that the Domain Name industry needs to be more fully developed in the Arab region. Chehad? said ICANN stands ready to add its support to that effort, but it is dependent on Internet leaders in the region helping the organization map the way forward.

Chehad? has been on a worldwide tour aimed at increasing global participation in ICANN?s multi-stakeholder model. On Thursday he will be hosting African Internet leaders at a meeting in Addis Ababa, Ethiopia.

NFL Communications - 2013 NFL Free Agency Questions & Answers ?

SALARY CAP SET AT $123,000,000

Q.? When does the 2013 free agency signing period begin?

A.? At 4:00 p.m. ET on Tuesday, March 12.???

Q.? What is permitted during the new three-day negotiating period prior to the start of free agency?

A.? Beginning at 12:00 midnight ET on Saturday, March 9 (i.e., after 11:59:59 p.m. ET, on Friday, March 8) and ending at 3:59:59 p.m. ET on Tuesday, March 12, clubs are permitted to contact, and enter into negotiations with, the certified agents of players who will become Unrestricted Free Agents upon the expiration of their 2012 Player Contracts at 4:00 p.m. ET on March 12.? However, a contract cannot be executed with a new club until 4:00 p.m. ET on March 12.

During this negotiation period, a prospective Unrestricted Free Agent cannot visit a club (other than the player?s current club) at its permanent facility or at any other location, and no direct contact is permitted between the player and any employee or representative of a club (other than the player?s current club).? If a player is self-represented, clubs are prohibited from discussions with the player during the negotiating period.

Clubs (other than the player?s current club) may not discuss or make any travel arrangements with prospective Unrestricted Free Agent players, their certified agents, or anyone else associated with the player until the expiration of those players? 2012 Player Contracts at 4:00 p.m. ET on March 12.

The three-day negotiating period applies only to potential Unrestricted Free Agents; it does not apply to players who are potential Exclusive Rights Players or Restricted Free Agents, or to players who have been designated as Franchise Players or Transition Players.

Q.? What are the categories of free agency?

A.? Players are either ?Restricted Free Agents? or ?Unrestricted Free Agents.?? A Restricted Free Agent may be subject to a qualifying offer.? A Restricted or Unrestricted Free Agent may be designated by his prior club as its Franchise Player or Transition Player.

Q.? What is the time period for free agency signings this year?

A.? For Restricted Free Agents, from March 12 to April 19.? For Unrestricted Free Agents who have received the June 1 tender from their prior club, from March 12 to July 22 (or the first scheduled day of the first NFL training camp, whichever is later).? For Franchise Players, from March 12 until the Tuesday following the 10th week of the regular season, November 12. ?If a Franchise Player does not sign by November 12, he must sit out the season.? There are no Transition Player designations this year.

Q.? What is the difference between a Restricted Free Agent and an Unrestricted Free Agent?

A.? In the 2013 League Year, players with three Accrued Seasons become Restricted Free Agents when their contracts expire at the conclusion of the 2012 League Year.? Unrestricted Free Agents have completed four or more Accrued Seasons.? An Unrestricted Free Agent is free to sign with any club with no draft choice compensation owed to his old club.

Q.? What constitutes an ?Accrued Season??

A.? Six or more regular-season games on a club?s active/inactive, reserved/injured or reserve/physically unable to perform lists.

Q.? What could restrict the ability of a Restricted Free Agent to sign with a new club??

A.? If he has received a ?qualifying offer? (a salary tender predetermined by the Collective Bargaining Agreement between the league and its players) from his old club.? He can negotiate with any club through April 19.? If the Restricted Free Agent signs an offer sheet with a new club, his old club can match the offer and retain him because the qualifying offer entitles it to a ?right of first refusal? on any offer sheet the player signs.? If the old club does not match the offer, it may receive draft choice compensation depending on the amount of its qualifying offer.? If an offer sheet is not executed on or before April 19, the player?s negotiating rights revert exclusively to his old club.? In addition, a player who would otherwise be a Restricted Free Agent may be designated by his old club as its Franchise Player or Transition Player. No Restricted Free Agents were designated as such this year.

Q.? What determines an Unrestricted Free Agent?

A.? A player with four or more Accrued Seasons whose contract has expired.? He is free to sign with any club, with no draft choice compensation owed to his old club, through July 22 (or the first scheduled day of the first NFL training camp, whichever is later).? At that point, his negotiating rights revert exclusively to his old club if by June 1 the old club tendered the player a one-year contract for 110 percent of? his prior year?s salary.? His old club then has until the Tuesday following the 10th week of the regular season (November 12) to sign him.? If he does not sign by that date, he must sit out the season.? If no tender is offered by June 1, the player can be signed by any club at any time throughout the season.

Q.? What determines a Franchise Player?

A.? The salary offer by a player?s club determines what type of franchise player he is: exclusive or non-exclusive.

An ?exclusive? Franchise Player ? not free to sign with another club ? is offered the greater of (i) the average of the top five salaries at the player?s position for the current year as of the end of the Restricted Free Agent Signing Period on April 19; or (ii) the amount of the Required Tender for a non-exclusive franchise player, as explained below.

Article 10, Section 2(a)(i) of the CBA sets forth the methodology, known as the ?Cap Percentage Average,? for calculating the Required Tender for such a player:

The Nonexclusive Franchise Tender shall be a one year NFL Player Contract for (A) the average of the five largest Prior Year Salaries for players at the position . . . at which the Franchise Player participated in the most plays during the prior League Year, which average shall be calculated by: (1) summing the amounts of the Franchise Tags for players at that position for the five preceding League Years; (2) dividing the resulting amount by the sum of the Salary Caps for the five preceding League Years . . . ; and (3) multiplying the resulting percentage by the Salary Cap for the upcoming League Year . . . (the ?Cap Percentage Average?) . . . ; or (B) 120% of his Prior Year Salary, whichever is greater . . . .

If a club extends a Required Tender to a ?non-exclusive? Franchise Player pursuant to this section, the player shall be permitted to negotiate a player contract with any club, except that draft choice compensation of two first-round draft selections shall be made in the event he signs with a new club.

Q.? How many Franchise Players and Transition Players can a team designate each season?

A.? A club can designate one ?Franchise? Player or one ?Transition? Player among its potential Restricted or Unrestricted

Free Agents.

Q.? Can a club decide to withdraw its Franchise or Transition designations on a player?

A.? Yes.? A club can withdraw its Franchise or Transition designation and the player then automatically becomes an Unrestricted Free Agent, either immediately or when his contract expires.

Q.? After withdrawing the designation, can a club then designate another player?

A.? Not in the same season.

Q.? What is the salary cap for 2013?

A.? The salary cap is $123,000,000 per club.

Q.? When must teams be in compliance with the cap?

A.? At the start of the 2013 League Year, which begins at 4:00 p.m. ET on March 12.

Q.? If a team is under the salary cap at the end of a given season, can the team carry over room to the next season?

A.? Yes.? A team may ?carry over? room from one League Year to the following League Year by submitting notice to the NFL prior to 4:00 p.m. ET on the day before the team?s final regular-season game indicating the maximum amount of room that the club wishes to carry over.

Q.? What is the maximum amount of room that a club can carry over?

A.? One hundred percent of its remaining room.

How to Customize the Windows 8 Task Manager

How to Customize the Windows 8 Task ManagerWindows 8 brought a brand new task manager with tons of new features, but it can be a little bit confusing if you were accustomed to the old way of doing things. Here are a few ways to customize the interface.

The task manager was redesigned to be easier to use, but if you're more of a power user, you probably miss the more detailed interface of the old days. Weblog Tweaking with Vishal shares a few tips on how to tweak the new Task Manager to your liking:

Disable Process Grouping: First, you'll notice that on the "Process" tab, the Task Manager groups processes into different categories: Apps, Background Processes, and Windows Processes. If you'd rather ungroup these processes, just head to the View menu and uncheck Group by Type. Now you can list them alphabetically, by CPU usage, memory usage, and so on.

How to Customize the Windows 8 Task ManagerShow Process Names: By default, the Process tab shows the name of the application (like "Adobe Photoshop CS") rather than the process name (like "photoshop.exe"). You can head to the Details tab to view process names, but you can also create a column for them in the regular Task Manager. Just right-click on one of the column headers at the top and check the "Process Name" item. You can also add columns for the process ID, the app publisher, and more.

Bring Back the Old Task Manager Altogether: If you still prefer the Windows 7 Task Manager?even after tweaking the above?you can bring back the original Windows 7 Task Manager with a simple registry tweak. TORONTO (AP) ? Cardinal Marc Ouellet once said that being pope "would be a nightmare." He would know, having enjoyed the confidence of two popes as a top-ranked Vatican insider.

His high-profile position as head of the Vatican's office for bishops, his conservative leanings, his years in Latin America and his work in Rome as president of a key commission for Latin America all make him a favorite to become the first pontiff from the Americas.

But the qualities that make him popular in Latin America ? home to the world's biggest Catholic population ? and among the cardinals who elect the pope have contributed to his poor image in his native Quebec, where ironically he was perceived during his tenure as archbishop as an outsider parachuted in from Rome to reorder his liberal province along conservative lines.

___

EDITOR'S NOTE: As the Roman Catholic Church prepares to elect a successor to Pope Benedict XVI, The Associated Press is profiling key cardinals seen as "papabili" ? contenders to the throne. In the secretive world of the Vatican, there is no way to know who is in the running, and history has yielded plenty of surprises. But these are the names that have come up time and again in speculation. Today: Marc Ouellet.

___

By many accounts, Ouellet (pronounced Well-et) is not beloved in Quebec, where friends say he struggled following his appointment as archbishop in 2002. His comments condemning abortion even in the case of rape were attacked by politicians and commentators ? sometimes viciously.

Some worry that the election of another conservative, intellectual pope known for his impenetrable speeches would further damage a church that is fighting losses in membership in Europe and North America due to growing secularism and sex abuse scandals. But the number of believers is growing in Africa, as well as Latin America.

Bookies give weight to Ouellet's accomplished resume when listing him among the top three likely future leaders of the world's 1.2 billion Catholics.

The 68-year-old Ouellet "knows a lot of people and a lot of people know him. And when I mean people, I mean those who count, the cardinals," said Anne Leahy, a former Canadian ambassador to the Holy See.

He is particularly well-regarded among cardinals from Latin America, a part of the world that is home to 40 percent of the world's Catholics. If the Latin American cardinals can't agree on one of their own, Ouellet's extensive experience there ? he spent more than 11 years in Colombia ? could work in his favor once the cardinals gather in the Sistine Chapel to elect a new pope.

Speculation that Ouellet could one day be pontiff started as early as 2003 when Pope John Paul II named him cardinal. His name came up after John Paul died in 2005, but he was considered a long shot because of his young age. Ouellet has since added to his resume.

Benedict XVI brought Ouellet to Rome to head the Vatican's office for bishops in 2010. It's an influential post that vets bishops' nominations worldwide. Ouellet also serves as president of the Pontifical Commission for Latin America, extending his influence over much of the Western Hemisphere.

"Cardinal Ouellet is a very powerful holy man," Cardinal Thomas Collins of Toronto told The Associated Press in an interview. "He has been in South America. He's fluent in Spanish, he's fluent in Italian, French, English and German. And he's experienced in two different congregations in the Holy See. He's been a bishop. He's a scholar of the first rank. You put it all together and he's just a wonderful man, so you can see when people think of a pope they think of Cardinal Ouellet."

Born in the small town of La Motte, Quebec, Ouellet got his vocation to enter the church during a time of reflection after he broke his leg playing hockey. He was ordained in 1968 and taught in seminaries in Canada, Rome and Colombia.

His many accomplishments include a license in Philosophy from the St. Thomas Aquinas Pontifical University and a doctorate in dogmatic theology from the Pontifical Gregorian University, both in Rome.

Friends said his career stalled in 1994, when he went from being the rector of the prestigious Grand Seminaire de Montreal to the head of a seminary in Edmonton, Alberta.

Being a Quebecois who spoke poor English worked against him in Western Canada. But longtime friend Bishop Lionel Gendron, Ouellet's former superior who sent him there, said the experience was ultimately good for him because it improved his English.

After returning to Rome in 1996 Ouellet rapidly gained prominence and respect teaching at the Institute for Studies on Marriage and the Family at the Lateran Pontifical University.

He rose from teaching priest to cardinal in less than three years. Ouellet's doctoral thesis on dogmatic theology included a discussion on the thoughts of his friend Hans Urs von Balthasar, a Swiss 20th-century theologian who was highly regarded by Benedict.

"He's completely in the spirit of Benedict," said Michael Higgins, a Canadian who teaches at Sacred Heart University in Fairfield, Connecticut. "Whether that makes him the ideal pope for our time is a different matter."

Some in Quebec question whether another conservative intellectual cut from the same cloth as Benedict should be the next pope. And the papal buzz around him has received a mixed response in the increasingly secular province.

He made headlines in Canada with his comments condemning abortion even in cases involving rape. "There's already a victim. Should we be making another one?" he asked.

Reaction from politicians and commentators was swift and, in some cases, ferocious.

In one particularly strident reaction, a Montreal La Presse columnist, Patrick Lagace, compared Ouellet to the Iranian imam, Kazem Sedighi, who once suggested scantily clad women were to blame for natural disasters.

Legace said in an interview that he stands behind his comments today: "Cardinal Ouellet and Quebecers don't see eye-to-eye. He's part of this conservative strain of Catholicism that doesn't resonate in Quebec. When he speaks about Quebec, he's like someone out of space."

Ouellet also spoke out against gay marriage when Canada was in the process of legalizing it. Quebec, Canada's most liberal province, was very much in favor of it. Ouellet has also been criticized for remaining silent on the issue of sexual abuse by priests in Quebec.

Ouellet addressed the Catholic church's handling of its sex abuse scandals in an interview with the Canadian Broadcasting Corp that aired late Monday, saying he thinks the church's handling of it can be held up as a positive example.

"It is not a Catholic problem; it is a human problem," he said. "Most of the abuse occurred in families in very general in society, and my hope is what was done by the Catholic Church, which is not yet perfect, but could be also of example for others in society."

He said he was satisfied with the practices of monitoring members of the clergy which are currently in place.

Ouellet himself has addressed the speculation that he could one day be pope, telling an interviewer in 2011 that it would be "a nightmare" because it is a "crushing responsibility" and the "kind of the thing you don't campaign for."

But Ouellet seemed more open to it in his most recent interview, saying: "I have to be ready even if I think that probably others could do it better."

Louis Ouellet, Marc's older brother, said the cardinal returns home twice a year to see his family, including his 90-year-old mother, Graziella. Another brother, Paul, is a convicted sex offender and once took out an ad in a local newspaper in 2009 explaining why he pleaded guilty. Paul is not priest.

Louis said the family is worried he won't be able to return home again if he does become pope.

"He's a family man when he is here and everybody likes to see him. There is a lot of love. He likes to eat with us, he likes to sing with us and enjoy being together with his family," he said. "If it happens, we are losing a brother, and my mother, she is losing a son."

Louis said Marc remains a hockey fan and is an avid swimmer.

"He will swim for three or four kilometers. Sometimes we're worried about him. He's out there all by himself and we lose sight of him," Louis Ouellet said. "But he always comes back."

As Dow rallies, banks largely left behind

As the Dow rallies past its 2007 highs and hits its all-time record, there's one sector that's nowhere near its glory days: financials.

Nearly five years after the 2008 crisis, stocks of big U.S. banks remain badly bruised. Even the giant rallies financials stocks saw throughout 2012 did little to edge the sector close to where it peaked, some nine months before the benchmark indexes would reach all-time highs on Oct. 9, 2007.

Since then, the steep levels of capital on hand mandated by regulators has pinched banks' return on equity, and only one of the country's largest five banks has seen anything resemble a market recovery.

The most battered of the big banks: Citigroup. Shares of the nation's third-largest bank by assets were so troubled that, in March 2011, the bank executed a 1-for-10 reverse stock split ? a drastic measure to restore investor confidence. Even as Citigroup slashed costs, shed non-core assets, cleaned up its opaque balance sheet and replaced its chief executive, the stock is off roughly 91 percent from its 2007 highs.

Then there's Bank of America. A spate of mortgage settlements throughout the last year started chipping away at crisis-era litigation risk, lifting a big, longstanding overhang on BAC's share price. The bank is halfway through its massive restructuring initiative, dubbed "New BAC," which is expected to increase the bank's profitability. Those two factors helped Bank of America's stock rally roughly 50 percent over the last year to $11.62 ? still around 75 percent below its peak trading level in 2007.

A dearth of merger and underwriting activity has kept investment banks Morgan Stanley and Goldman Sachs far from the 2007 highs as well. The two banks are down around 60 and 30 percent, respectively, from the last time the Dow crossed 14,000.

San Francisco-based Wells Fargo, the nation's largest mortgage provider and arguably one of the most conservative banks where risk-taking is concerned, is teetering near its break-even mark of $35.95.

Only JPMorgan has managed to squeak by with any post-peak gains. The U.S.'s largest bank by assets got even bigger since the 2007 highs by coming to the rescue of two severely troubled competitors: In March 2008, it scooped up brokerage Bear Stearns for less than the price of Bear's New York City headquarters, and later that year, it bought Seattle-based lender Washington Mutual out of bankruptcy. Shares fell in mid-2012 amid the "London Whale" trading blunder, but have rallied roughly 50 percent since and is currently trading at multi-year highs.

One promising sign is the increasingly bullish stance that analysts and stock-pickers alike have taken on the financials sector going into the current rally. For the banks, it helps to have the world's third-richest man in your corner: Warren Buffett has famously stood by the banks, and currently holds warrants in Bank of America and Goldman Sachs, as well as a common equity stake in Wells Fargo that seems to keep growing.

As Buffett wrote to shareholders at the beginning of 2012: "The banking industry is back on its feet."

Its stocks are just far from the high-flying, high-leverage days of yore.

Taylor Swift is not 'clingy, insane, desperate'

Peter Lindbergh / Vanity Fair

By Kurt Schlosser, TODAY

Taylor Swift's love life is the subject of countless stories in the entertainment press, but the country music star tells Vanity Fair in a new cover story that the focus on her is "frankly a little sexist."

"If you want some big revelation, since 2010 I have dated exactly two people (Conor Kennedy and One Direction?s Harry Styles)," Swift tells contributing editor Nancy Jo Sales. The magazine points out that Swift has dated?"some of the entertainment world's most notorious bachelors" --?Jake Gyllenhaal, Taylor Lautner, Joe Jonas, and John Mayer.

"The fact that there are slideshows of a dozen guys that I either hugged on a red carpet or met for lunch or wrote a song with ... it's just kind of ridiculous," Swift tells VF.?"It's why I have to avoid the tabloid part of our culture, because they turn you into a fictional character."

As for whether she's boy-crazy, Swift says,?"For a female to write about her feelings, and then be portrayed as some clingy, insane, desperate girlfriend in need of making you marry her and have kids with her, I think that?s taking something that potentially should be celebrated -- a woman writing about her feelings in a confessional way -- that?s taking it and turning it and twisting it into something that is frankly a little sexist."

Other nuggets in the?Vanity Fair story:?Did?Swift?purchase that?house next to Kennedy's family?in Hyannis Port, Mass., for $4.8 million? And was she offended by Tina Fey and Amy Poehler joking about her dating life during the Golden Globes?

The April issue of Vanity Fair will be available on newsstands in New York and L.A. on March 7, and nationally and on the iPad, Nook, and Kindle on March 12.

ROME -- A $50,000 donation by M&T Bank has enabled Rome Memorial Hospital to purchase a new television system which will provide patient and staff education on the hospital?s 1500 N. James St. campus.

?We are proud to be a partner with the Rome Hospital Foundation in this project,? said Allen J. Naples, CNY regional president at M&T Bank. ?Helping the communities in which we live and work is important to M&T Bank. We believe Rome Memorial Hospital plays an important part in keeping the city of Rome healthy and vibrant.?

?We are grateful to M&T Bank for their generosity and ongoing support of Rome Memorial Hospital,? said Rome Hospital Foundation Board President Gregory Mattacola. ?The new television system will help educate our patients and their families and enable them to learn more about their diagnosis while they recuperate in the hospital.?

With the $50,000 contribution to the foundation, the hospital purchased a nine channel medical media on demand system which delivers everything from staff and patient education to relaxation and diabetes information. The programming, which will be selected by the hospital?s education department, will be broadcast through the existing local cable system in patient rooms and staff areas as closed circuit channels 80-88.

The focus on patient education is an important aspect of the system according to Rome Memorial Hospital Director of Education and Employee Health Gale Barone. ?Most patients spend a relatively short time in the hospital,? she said. ?In addition to the tests and treatments we provide, one of the most important things we can do for our patients is help them understand their diagnosis, treatment and to prepare them to care for themselves properly at home.?

Patient education programs cover the following conditions: heart and lung, surgeries, diabetes, pregnancy and newborn care, lifestyle and general health information. ?Studies done on hospitalized patients, show that only 50-60 percent of the information provided to them by healthcare professionals is retained,? she continued. ?Our patient education television system reinforces key information in a format that is easy to understand. This will improve patient outcomes and satisfaction and decrease re-admissions to the hospital.?

The system will also be used to educate hospital staff, according to Barone. ?New medications, treatments, and technologies are developed every day,? she explained. ?Healthcare providers need to constantly update their knowledge. The staff education channel is one more tool to help educate caregivers and employees, many of whom work various shifts.?

No box office killing for big-budget "Jack the Giant Slayer"

(Reuters) - "Jack the Giant Slayer," the first big-budget action film of the year, was anything but a killer at the weekend box office.

"Jack," a retelling of the "Jack and the Beanstalk" fairy tale, earned the No. 1 spot on domestic box office charts with $28 million in ticket sales in U.S. and Canadian theaters, according to studio estimates compiled by Reuters on Sunday.

But that was an underwhelming start for a 3D movie that cost $189 million to produce, plus tens of millions more to market.

"Jack the Giant Slayer" also grossed $13.7 million from 1,824 screens in 10 Asian markets.

Comedy "Identity Thief" took in $9.7 million to capture second place, and new adult comedy "21 and Over" finished in third place on domestic charts with $9 million in ticket sales from Friday through Sunday.

Low-budget horror sequel "The Last Exorcism Part II" took the No. 4 slot with $8 million, according to studio estimates.

"Jack" clearly was not a great opening by any means, said Phil Contrino, vice president/chief analyst with Boxoffice.com.

"But I wouldn't rush to call the film a financial flop just yet because overseas growth can really save a movie, and I feel that this is a movie that could do really well in other territories and make up for the fact that the North American haul was a little bit underwhelming."

The movie stars Nicholas Hoult as a young farmer who ventures into the land of the giants to save a kidnapped princess. The film received a mixed reception from critics. As of Friday, 49 percent of reviews recommended the movie on aggregation website Rotten Tomatoes.

Warner Bros. believes "Jack" will perform well in overseas markets as it opens in more countries in the coming weeks. International sales, particularly for action movies, can run twice as high or more.

"It was within the range of our expectations," Jeff Goldstein, vice president theatrical distributions at Warner Bros., said about the film's domestic weekend performance.

"We know that this is a global picture and the technology and the special effects will really drive this movie internationally," he added.

Global takings helped to push "The Hobbit: An Unexpected Journey" over the billion dollar milestone at the worldwide box office during the weekend, making it only the 15th film in history to achieve the feat.

"We could not be more proud to have reached this amazing benchmark," Dan Fellman, president of domestic distribution of Warner Bros. Pictures, said in a statement on Sunday.

MAKING BACK ITS BUDGET

"Jack the Giant Slayer" was produced by Time Warner Inc-owned Warner Brothers and Legendary Entertainment, which partnered with Warner on hits including "The Dark Knight" trilogy and "The Hangover" series.

Two of last year's films with bigger budgets flopped - Walt Disney Co's $250 million Mars epic "John Carter" and the $209 million action movie "Battleship" from Comcast Corp's Universal Pictures - forcing the companies to acknowledge financial losses.

"John Carter," released in March last year, opened with $30.2 million, according to Box Office Mojo.

Janney Montgomery Scott analyst Tony Wible, who compiles a database to project film performance, had estimated "Jack" would need to open with at least $25 million at U.S. and Canadian theaters to make back its budget, not including marketing costs.

"21 and Over," produced for $13 million, is a college party comedy about three friends who celebrate a 21st birthday on the night before a big exam. It was written by the screenwriters of "The Hangover."

The "Last Exorcism" sequel follows the 2010 original about a minister who lets his demon-fighting be filmed by a documentary crew. In the new movie, the story resumes with the girl who was previously freed from an evil force running into more trouble. Distributor CBS Films, a unit of CBS Corp, acquired the sequel for about $3 million.

Rounding out the top five films was "Snitch," which brought in $7.7 million.

Another new release, "Phantom," failed to finish in the top 10 performing films. The movie stars Ed Harris and David Duchovny in the story of a Soviet submarine captain leading a secret mission.

"Identity Thief" was released by Universal Pictures, a unit of Comcast. "Snitch" was distributed by Summit Entertainment, a unit of Lions Gate Entertainment "Phantom" was released by privately held RCR Distribution.
